ICC Urges Chad to Reconsider Exit as Court Warns of Growing Threat to Global Justice

The International Criminal Court has appealed to Chad to reverse its decision to leave the institution, warning that the withdrawal could weaken international efforts to hold perpetrators of serious crimes accountable.

The appeal came on Friday, days after Chad announced its intention to withdraw from the Hague-based court. Venezuela had announced a similar move on July 25, with Chad following two days later. Both governments have accused the ICC of pursuing its investigations unfairly.

In a statement, the presidency of the ICC, currently comprising representatives from Finland, Sierra Leone and Poland, expressed regret over the decisions and urged both countries to reconsider.

The presidency said leaving the Rome Statute, the treaty that created the ICC, could damage international efforts to prosecute serious crimes and combat impunity.

“The [court’s] presidency calls on Chad and Venezuela to remain parties to the Rome Statute,” the statement said.

The court also stressed that its ability to function effectively depends on continued international backing.

It said the ICC remained central to the international system established to promote accountability and the rule of law, adding that its effectiveness would be weakened if countries continued to withdraw their support.

The development comes amid growing pressure on the court from the United States.

The administration of President Donald Trump has stepped up its criticism of the ICC, accusing the court of targeting Americans and threatening further sanctions.

Some ICC judges have already faced sanctions from Washington, further straining relations between the court and the US government.

Chad, meanwhile, has joined a growing group of African countries questioning the ICC’s approach to international justice.

The Chadian government has accused the court of paying disproportionate attention to African cases. Burkina Faso, Mali and Niger have also indicated that they intend to withdraw from the ICC.

Venezuela has raised a similar complaint, arguing that the court’s investigations have disproportionately targeted certain regions.

The withdrawals and threats to withdraw are adding to a wider debate over the ICC’s role, independence and treatment of countries outside the major Western powers.

For the court, however, the issue goes beyond individual investigations. Its presidency maintains that continued membership is essential to sustaining a global system in which those accused of grave international crimes can be brought to justice.
