The events unfolded after Babangida annulled the June 12, 1993 presidential election, widely believed to have been won by Moshood Abiola. The decision plunged the country into political uncertainty, with many wondering whether Babangida would remain in office or leave.
On August 17, 1993, during an address to the National Assembly on his birthday, Babangida announced that he would step aside. However, he made it clear that power would not be handed over to Abiola. Instead, he said a civilian-led Interim National Government (ING) would take over on August 27.
At the time, Babangida did not reveal who would head the interim administration or who its members would be, leaving Nigerians in suspense.

According to historical accounts, the military approached former Head of State Olusegun Obasanjo, who had openly criticized the annulment of the June 12 election to lead the Interim National Government. Obasanjo, however, declined the offer.
