The Department of State Services (DSS) has asked the Federal High Court in Abuja to stop Prof. Pat Utomi from holding rallies or making public statements in support of his proposed shadow government in Nigeria.
In a new application filed on June 4, the DSS claims Utomi’s planned protests, public lectures, and media appearances—expected to begin upon his return to Nigeria on June 6—could threaten national security and public order.
The security agency is requesting an interim injunction to prevent Utomi or anyone linked to him from organizing any public event or publishing material promoting the shadow government idea while a related court case is ongoing.
The DSS argues that Utomi’s actions could incite unrest similar to the End SARS protests of 2020 and undermine the legal process. It also noted that Utomi has acknowledged the case and is represented by senior lawyer Mike Ozekhome (SAN), yet continues to defend the initiative publicly.
DSS lawyer Akinlolu Kehinde (SAN) emphasized that the agency is seeking a legal resolution, not Utomi’s arrest, and is relying on the courts to decide whether forming a shadow government.
