French Parliament Ousts Prime Minister Bayrou, Macron Faces Fresh Political Crisis

France has entered a new phase of political uncertainty after lawmakers in the National Assembly voted overwhelmingly to remove Prime Minister François Bayrou and his government from office, forcing President Emmanuel Macron to search for yet another head of government.

On Monday, 364 deputies rejected Bayrou’s administration in a confidence vote, while only 194 expressed support. The outcome makes Bayrou the first French premier in modern history to be ousted in such a manner, marking an unprecedented development in the country’s politics.

Bayrou, who had been in office for just nine months, surprised even his allies by calling the high-stakes vote in a bid to resolve weeks of deadlock over his proposed austerity budget. His plan sought to cut nearly €44 billion ($52 billion) from state spending in order to reduce France’s mounting debt.

Defending the decision before the Assembly, Bayrou warned lawmakers that ignoring the debt crisis would be more dangerous than confronting it. “The biggest risk was not to take one, to let things continue without anything changing,” he said, calling the nation’s financial burden “life-threatening.”

Following the defeat, Bayrou is expected to tender his resignation on Tuesday morning. His departure marks the sixth time President Macron has had to replace a prime minister since 2017, and the fifth since 2022 — underscoring the fragility of his political base.

The crisis comes at a time when Macron is already under intense domestic and international pressure. While managing strained relations in parliament, he is also leading European diplomatic efforts on the war in Ukraine. Opinion polls reflect the growing discontent, with 77 percent of French citizens disapproving of his leadership — his lowest approval rating to date.

Opposition forces are now seizing the moment. The Socialist Party has indicated readiness to form a new government, though it remains unclear whether it could survive a divided Assembly. On the far right, Marine Le Pen has demanded immediate snap elections, dismissing Bayrou’s team as a “phantom government.”

Le Pen’s ambitions for 2027 had been clouded earlier this year by a conviction over misuse of European Parliament funds, which handed her a suspended prison term and temporarily barred her from seeking office.

However, an appeal scheduled for early 2026 could restore her eligibility, reopening her path to the presidency.

Meanwhile, public discontent is spilling onto the streets. A left-wing coalition known as “Block Everything” has announced plans for protests this week, while trade unions have called for a nationwide strike on September 18.

Observers warn that the ouster of Bayrou’s government may intensify political instability at a time when France is struggling with economic strain and social unrest.
